From Commitments to Delivery: Financing the COP31 Agenda
COP31 marks the transition from agreeing climate commitments to delivering them at scale. As the international community moves beyond setting ambition, the focus is now on implementation—mobilising finance, strengthening partnerships and translating climate goals into tangible, measurable outcomes.
The Path to COP31 campaign will support this shift by convening leaders across finance, policy and industry to accelerate practical solutions aligned with the COP31 Presidency’s vision of an “Implementation COP” and “COP of the Future.” Through dialogue, collaboration and thought leadership, the campaign will help bridge ambition and action, unlocking investment and showcasing scalable approaches that deliver real-world impact.
Path to COP31 Campaign
The structured initiative will raise awareness and drive action through summits, roundtables, capacity building, advisory, research and thought leadership, with a particular focus on three key themes:
- Mobilising Finance for Climate Implementation
- Accelerating the Real Economy Transition
- Strengthening Markets, Integrity and Accountability

GEFI’s Role in the COP Action Agenda
Recognised for our commitment to advancing sustainable finance on the road to COP, GEFI was appointed to the COP Action Agenda Activation Group #20 focused on ‘Climate and sustainable finance, mainstreaming climate in investments and insurance’. Through this engagement, GEFI is actively contributing to the below initiatives:
Working Group on Transition Plans for Financial Institution
A core component of the Plans to Accelerate Solutions, this initiative aims to strengthen the credibility, comparability, and implementation of transition plans, helping financial institutions align with a net zero and nature-positive future.
Granary of Solutions
We are supporting our stakeholders to contribute to the Granary of Solutions, a platform to showcase relevant, scalable, and action-oriented models delivering results aligned with the outcomes of the Global Stocktake (GST).
By participating in this collaborative effort, GEFI is working alongside international stakeholders to accelerate the development of practical, scalable, and impactful solutions that will shape the global financial system’s response to climate and nature challenges in the run-up to COP31.
COP31: From Vision to Implementation
The 2026 United Nations Climate Change Conference, known as COP31, is scheduled from November 9 to 20, 2026, in Antalya, Türkiye.
- Implementation becomes the defining theme. COP31 is positioning itself as an “Implementation COP” and “COP of the Future”, shifting the focus from new commitments towards delivering, measuring and scaling existing climate pledges through tangible outcomes.
- Greater emphasis on delivery mechanisms. The Presidency has introduced clearer implementation tools, including the “Belém Mission to 1.5” and a “Global Implementation Accelerator”, alongside priority areas such as electrification, resilient infrastructure, green industrial transformation, sustainable agriculture and climate finance to mobilise investment and deploy projects.
- Finance and resilience move further up the agenda. COP31 places stronger emphasis on scaling climate finance, improving multilateral development bank effectiveness, implementing the new climate finance goal (NCQG), and advancing adaptation, loss and damage, and support for vulnerable countries and ecosystems.
- A new diplomatic model seeks to rebuild confidence in multilateralism. The joint presidency between Australia and Türkiye, together with the Fiji Pre-COP, Pacific leaders’ engagement and the appointment of Pacific Climate Envoys, positions COP31 as a bridge-builder focused on dialogue, consensus and restoring trust in international climate cooperation.
- Action Agenda built around implementation priorities. The Presidency will use its Action Agenda to accelerate progress across nine priority areas, providing a more structured framework for governments, business, finance and civil society to collaborate on measurable climate outcomes and practical partnerships.

GEFI is an UNFCCC Accredited Observer Organisation with extensive experience in building practically-focused COP programmes. Along with traditional finance, our programmes incorporates broader perspectives and themes such as the just transition, blended finance, nature and biodiversity, Islamic finance and the SDGs.
Over the last 6 years, through our Path to COP campaigns, we have built an ecosystem of over 100 financial institutions, regulators and service providers and engaged with over 3,000 finance professionals.
GEFI has been appointed by host governments and regulators to deliver their post COP programmes to help embed climate finance within the domestic financial markets.
Since 2019, GEFI has engaged across COP25, COP26, COP27, COP28, COP29, and COP30, establishing itself as a go-to partner for finance industry stakeholders seeking to navigate and leverage the UNFCCC COP process to drive climate finance. We remain committed to ensuring finance is a catalyst for a just, climate-resilient future.
