From Negotiation to Implementation: Financing the COP30 Vision
COP28 marked the “beginning of the end” of the fossil fuel era, setting the stage for a just transition driven by deep emissions cuts and scaled-up climate finance. As COP30 highlighted, the focus must shift from negotiation to implementation, ensuring commitments translate into real-world impact.
Inspired by Brazil’s mutirão – a collective effort – this initiative aimed to unite financial institutions, policymakers, and civil society to direct capital where it’s needed most.
Path to COP30 Campaign
The initiative sought to raise awareness and drive action across summits, round tables, capacity building, advisory, research and though leadership, with a particular focus on three key themes:
- Carbon Markets and the Operationalisation of Article 6
- New Collective Quantified Goal (NCQG) on Climate Finance
- Nationally Determined Contributions (NDCs)

With finance now firmly embedded on the COP agenda, GEFI is proud to own the Path to COP brand that is globally recognised for working with the finance sector to take decisive action ahead of the annual UN Climate Change Summit.

GEFI’s Role in the COP30 Action Agenda
Recognised for our commitment to advancing sustainable finance on the road to COP30, GEFI was selected as a member in the COP30 Action Agenda Activation Group #20 focused on ‘Climate and sustainable finance, mainstreaming climate in investments and insurance’. Through this engagement, GEFI actively contributed to the below initiatives:
Working Group on Transition Plans for Financial Institutions,
A core component of the Plans to Accelerate Solutions, this initiative aims to strengthen the credibility, comparability, and implementation of transition plans, helping financial institutions align with a net zero and nature-positive future.
Granary of Solutions
We are supporting our stakeholders to contribute to the Granary of Solutions, a platform to showcase relevant, scalable, and action-oriented models delivering results aligned with the outcomes of the Global Stocktake (GST).
By participating in this collaborative effort, GEFI worked alongside international stakeholders to accelerate the development of practical, scalable, and impactful solutions that will shape the global financial system’s response to climate and nature challenges in the run-up to COP30.

These meetings provide an opportunity to hear insights from stakeholders and share updates on the campaign’s ongoing activities, upcoming events, and priority workstreams.

This session, in partnership with LSEG and the ASEAN Alliance on Carbon Markets explored the shift from voluntary carbon markets to Article 6 mechanisms, noting progress on Article 6.4 but concerns over integrity, standardisation, and country readiness
As countries submit new and updated NDCs, this session explored how financial institutions can meaningfully support their delivery.
GEFI Insights Series Knowledge Partner Richard Folland, Head of Policy and Engagement, Carbon Tracker Initiative delivreed an insightful COP presentation looking at the implications for Southeast Asia and the importance of multilateralism.
The session highlighted the ongoing challenges surrounding carbon credits, which remain a highly nuanced financial instrument still undergoing definition, commoditization, and regulatory development.
GEFI: The Partner for Action for Financial Market Stakeholders Engaging with COP
GEFI is an UNFCCC Accredited Observer Organisation with extensive experience in building practically-focused COP programmes. Along with traditional finance, our programmes incorporates broader perspectives and themes such as the just transition, blended finance, nature and biodiversity, Islamic finance and the SDGs.
Over the last 4 years, through our Path to COP campaigns, we have built an ecosystem of over 100 financial institutions, regulators and service providers and engaged with over 3,000 finance professionals.
GEFI has been appointed by host governments and regulators to deliver their post COP programmes to help embed climate finance within the domestic financial markets.
Since 2019, GEFI has engaged across COP25, COP26, COP27, COP28, and COP29, establishing itself as a go-to partner for finance industry stakeholders seeking to navigate and leverage the UNFCCC COP process to drive climate finance. As COP30 moves to the Amazon—the world’s most critical carbon sink—GEFI is well positioned to support the Troika and the global finance sector in delivering the collaboration and continuity required to turn COP28 pledges into COP30 action.
